 Captive-breeding and artificial propagation Certificate

This certificate is used to prove that the CITES specimens were captive-bred or artificially propagated, as provided by Chapter XIII of Regulation (EC) 865/2006 (Articles 54 to 56).
Applicants should submit an application to one of the SOIVRE Inspection Services at the Territorial and Provincial Directorates for Trade requesting identification of CITES captive-bred or artificially propagated specimens of species listed in the Annexes to Regulation (EC) 338/97. The application form should include, at least, the following documents:
  • List of specimens currently housed in the facilities.
  • Proof of legal acquisition or legal origin of such specimens.
  • Description of the breeding facilities, breeding or artificial propagation systems, and marking methods, if applicable.

When the SOIVRE Inspection Services have completed their inspection, and verified the documents submitted with the application form, where applicable, the specimens concerned will be registered by them and allocated an ID number. Any subsequent change in the information provided by the applicant should be notified. In the case of captive-breeding, breeders should report clutch sizes and number of eggs hatched, or number of births, as soon as they occur, and no later than seven calendar days from the date of their occurrence.
Breeders shall cooperate with any competent authority that might consider it necessary to establish the ancestry of a specimen, by facilitating access to their facilities, blood sampling, and any necessary controls (Art. 55 of Regulation (EC) 865/2006).

 

CITES REGISTRATION
Registration is required for certain commercial operations involving a number of species that are protected by the CITES Convention, or by EU Regulations.
 
A) The following operations require registration with the CITES Secretariat (through the Management Authority in each country):
  • Captive-breeding operations of CITES Appendix-I animal species for commercial purposes, as provided by Resolution 12.10, (Rev. CoP 15).cicada (cicadaceae spp). Aut. Adm Cites
  • Nurseries that artificially propagate specimens of CITES Appendix-I plant species for export purposes, as provided by Resolution 9.19 (Rev. CoP 15). Registration is on a voluntary basis.

 

B) The following operations should register with the CITES Management Authority in Spain (mandatory):
  • Breeding facilities and nurseries producing species listed in Annex A of Regulation (EC) 338/97. 
  • Producers, and processing and repackaging facilities of Spanish or foreign-produced caviar.
  • Scientists and scientific institutions that engage in activities that may qualify for an exemption from CITES documents, i.e., non-commercial loans, donation, or exchange of herbarium specimens; other unpreserved, dried, or embedded museum specimens and live plant material. Such specimens shall bear a special label issued by the Management Authority. As provided by Resolution 11.15 (Rev. CoP 12) of the Conference of the Parties, the CITES Secretariat is responsible for registration of scientific institutions entitled to this exemption.   • Companies or institutions that are entitled to apply for pre-issued permits (so-called "tourist" permits). In this case, the pre-issued permits contain some blank spaces to be completed by the exporter, in accordance with Articles 18, 19, 29, and 63 of Regulation (EC) 865/2006. Any establishment or institution wishing to obtain pre-issued permits should submit an application form to be duly considered, on a case-by-case basis, by the CITES Management Authority.
